THE PROBLEM OF PARAMETRIC OPTIMIZATION OF GRADES IN NON-TARIFF PAYMENT SYSTEMS

ABSTRACT

The article considers the actual issues of building a grades system from thepoint of view of solving the problem of their parametric optimization forgrouping, the difference between the weight of professions within the limitsof which will be considered insignificant. The author considered the structural model of the profession as a complex system of interconnected entitiesthat cover key aspects of human activity during work: communication processes, decision-making, features of information processing, the educationalas well as qualification level and competencies necessary for achieving theset goals. It is taken into account that the performance of the work is carriedout within certain limitations from the point of view of the psychologicaland physiological content of the work and responsibility for the result. A detailed analysis of the existing analytical systems for evaluating professionsand grading was carried out and, taking into account their shortcomings, an98 ISSN 2786-6491algorithm for constructing a grading system based on the results of a scorefactor assessment was developed. It should be noted the universality of theproposed algorithm, that is, independence from the score-factor models thatare used in the analysis and evaluation of work, as a rule, ordinal and nominal rating scales. The algorithm allows you to move to the interval and absolute scales by determining the basic profession with the minimum rating(rank) from the entire set. The author for the first time developed an objective function for solving the problem of building a grading system based onminimizing the proposed system parameters — elements of the objectivefunction. As the main parameters of the system, the sizes of grades and theirrelative position on the Cartesian plane of estimates and tariffs are considered in terms of their intersections, gaps and the presence of empty grades.The solved task of parametric optimization made it possible to build agraphical model of the grading system for a test set of professions withclearly defined grading and tariff limits, within which the difference in jobratings is considered insignificant.
